Can a nonprofit bid for a government contract

The Urban Institute’s Center on Nonprofits and Philanthropy and the National Council of Nonprofits in 2010 undertook the first comprehensive national study of the effect of government contracting policies and procedures on nonprofit human service providers. Researchers conducted a national survey of human service organizations and compiled the data into a report detailing the breadth of government contracts and grants in each state and the problems nonprofits encountered with those contracts. The report also includes rankings comparing the climate for nonprofit-government grants in each state.
